In 1986
graduated from Electro technical faculty of Kiev Polytechnic
Institute.
In 1995 defended candidate of science dissertation, in 2005 thesis
for Doctor's degree in Azerbaijan Scientific Research and
Design-Prospecting Power Engineering Institute. From 1986 until 2009
worked in Azerenerji Open Stock Company as a chief of central
dispatcher office. Scientific direction - control conditions of
energy systems, providing their decency and safety.
